Matthew was born on 2nd October 1978 in Chester, Cheshire. His parents are Michael Hancock and Shirley Hills. He graduated from Exeter College, Oxford, with majors in Philosophy, Politics, and Economics (PPE). Later he did his MPhil degree in Economics from Christ’s College, Cambridge, and joined the Conservative Party in 1999. Hancock got married to Martha Hoyer Millar in 2006. They have a daughter and two sons. They live in Little Thurlow in his West Suffolk parliamentary constituency as he was selected as the Conservative candidate for West Suffolk in January 2010. Hancock also has an elder sister and a brother.

After graduating from university, he worked in his family business of computer software and later moved to London to work as an economist for Bank of England. In 2005, he served as the economic adviser to Shadow Chancellor of Exchequer George Osborne and later became his chief of staff. Hancock was appointed as the Secretary of State for Health and Social Care on 9th July 2018. He was the Secretary of State for Digital, Culture, Media, and Sport from 8th January 2018 to 9th July 2018, and before that, he served as the Minister of State for Digital from 2016 to 2018. His current responsibilities include overall financial control, oversight of NHS delivery & performance, and overall social care policy.
